What is the legal process to start debt collection
I would like to know the proper and legal way a person should go about collecting money owing for maintinance fees on leased property.

Your location would be a good start as we are a GLOBAL site and laws vary.

I reside in Ontario Canada in a trailer park, the park is run by a Board of Directors
And we have come up against our first serious case of a member not paying
    Their maintinance fees

How old is the debt, and have they received proper notice of the debt ? ( been billed)
What are the rules of the association in regards to collections of these?

How does the association collect other unpaid bills ?

To be honest, easiest, turn it over to a collection company who will do all the work.

Read the lease. It should include penalties for default. But generally you need Lincolnshire and obtain a judgment.
