On my blueprints the start point of the curb is 103.8 and the end point is 103.00. How do I transulate that into feet or inches?

103.8 should be ft. elevation MSL. Note architects scale is usually decimal. So, the curb drops, or rises, depending on what way you are going, 0.8 ft or 9.6 inches.
