    Hello whi:

    It means the cops are going to arrest someone. Although, that's a TV warrant. Real cops don't issue warrants for "questioning". They issue warrants to arrest someone. Whether they talk or not has nothing to do with the warrant.

    Can you give more info about why you want to know. A warrant might be issued as a material witness, but not for "questioning". For a material witness warrant, the prosecutor would have to prove to a judge that the person could provde key evidence in a criminal case.
