What would cause the heat pump to buzz when the thermostat is set to cool. It sounds like the compressor is working but the fan on the heat pump is is not turning on. The fan is not seized up. It will spin freely when I give it a spin with my hand. It is not cooling. Nothing outside or inside the house is frozen up.
