Is your husband in the US legally? Are they here as a visitor? Do they have a work permit, etc?

Your husband can apply for their Green Card either within, or outside of, the US. Here is the site with information: USCIS - Green Card for an Immediate Relative of a U.S. Citizen

I can't find a place that mentions how long after you are married that you can work on the application. I assume right away but keep in mind that you need to prove your relationship is genuine, so if you do not have a lot of proof (chat logs, phone bills, joint bills, bank accounts, etc etc) you may wish to wait a bit to gather said proof. A lot of people think that getting married is a free ticket in - it's not.

You can apply immediately after marriage. If you choose for him to stay it will be a higher fee for that process than it would be if he were to return to Mexico. You can go on USC.gov to find out what the fee will be.
