Just installed new toilet. But the tank won't fill... I unhooked the valve water hose and there is wAter but the tank won't receive water... what am I missing?

Should we assume your new toilet came with a fill valve already installed or did you install the valve?

It came with everything but I had to install it all

There is only one other possibility and that is a sruck ballcock valve. Are you sure you have water to the toilet? Hose not kinked?
