I have a 1998 honda accord that won't start. The lights, radio , etc. turn on, but when I turn the igition, nothing happens.

Remove and fully charge the battery. Most auto parts stores will test/charge batteries for free. My bet is you need a brand new battery. It takes a lot of amperage, not voltage, to run a starter motor. Afterwards, clean the battery terminals and cable connections. If the problem persists, focus on the starter solenoid; after that, the ignition switch.
