Just as the title reads,the mower starts at full throttle,move the leaver and nothing happens,engage the blades and the throttle works fine.No big deal just wondering is it supposed to be this way or is something wrong?

Not generally. Usually a governor misadjustment. Does not sound to be severe unless it revs quite high.
