Ok, so which is it.

Do they have a british passport that is expired, ( which means they are in Ghana illegally at this point) or are they citizens of Ghana that need a passport.

And of course when the words Ghana and passport and cost are used in a post, the first thing I think of is dating fraud, since it is the highest area of fraud in dating.

In either case is someone asking for more than 200 or 300 dollars for passport and visa ?
