Block wall vs Pre-cast Concrete which is the best to use in earthquake proof building

Precast concrete, which includes steel, can be constructed to withstand movement whereas block wall has so many levels there is more chance for the wall to be undermined by movement. Cement/ grout is not renowned for it moveable properties either. Good luck
