Movie from the 70's about the captain of a fishing boat caught in a storm. The boat is thrown against the rocks and the captain gets tossed off the boat and into the rocks. He is trapped and his crew can't get him out so they stick a harpoon in his chest to put him out of his misery. He then becomes a ghost looking for his lover and haunting people on the beach.
