Probably both.
You will need to consult an attorney familiar with international adoption to be sure--your son is not a US citizen, which will probably put this in the area of international adoption, but it may be easier since it is a step parent adoption.
There's no way I'd would do this adoption without a lawyer.
Where are you now living ? What is your legal status in the US, if you are in the US.
Both, my son and I, will become legal residents. We live in the PDX area.
If he becomes a legal resident, would it still be considered an international adoption?

Even as a legal resident of the US, he wouldn't be a US citizen. The adoption would make him a US citizen. Because it's involving citizenship between 2 countries, it would be considered an international adoption.
