A fill valve. (ballcock) Is the valve that regulates the amount of water that enters your toilet tank. They can look like this. A angle stop is the chrome valve that shuts off the supply.

This could be a loose washer if you have the float ball ballcock. Shut the water off at the angle stop and remove the three top screws. Pull the stem and float ball assembly up and out. Turn the washer over and seat firmly. Now turn the water on for a second to flush out the supply line, Reassemble and test. Better now? Good luck, Tom
