    I attend Wilkes University & work in Pa. I am a resident of New York State. I am a dependent on my parents NYS taxes. What do you recommend how I should have taxes withheld while working in Pa, so I don't end up owing NY & PA too much much to either.

    Pennsylvania income tax for workers is a FLAT tax at about 3%. If you have your employer withhold at the normal rate, will have have NO refund nor any tax due when you file.

    On your NY state tax return, you can claim a credit for the PA state taxes paid, so claim SINGLE with TWO allowances on the NY state withholding.
