You can't without his permission in a signed statement before a notary. Your mother may have to buy him out.

Dad is a half owner in the house. He has to sell his interest to mom.

The house is paid off already but the title is in both their name.. since he does not have good papers anymore from being deportec she wants to take him off the title to get a loan out... he is willing to sign but he isn't here so how do we get notorized if he is el salvador?

Send him the paperwork and have the El Salvadoran equivalent of a notary witness it.
