    Air conditioning blades not moving
    Outside unit fan blades will not t spin. I hear a click when the thermostat is turned on, I can manually turn the blades in both directions, but it won't spin. Replaced the capacitor last year and the hoses are cold to touch. I am not sure what else could be the issue since the unit is clear of debris at this time.

    Can you hear the compressor run? If not check the outdoor fuses in the disconnect and or the breaker inside

    I don't hear the compressor. Checked on fuses and they appear fine and the other unit next to it is working. They both run off the same fuse box and breaker.
