    When I plug in my ge freezer, it makes a loud buzzing noise and doesn't come on...

    You have a tight compressor or a bad start kit. You can get a new one at an HVAC or appliance parts house. You will need a meter to find start, run, and common terminals on the compressor and to check it out.
