The spring is probably broken. If you are not mechanically inclined, you would do best to find someone that is or take it to a repair shop.

If it is a recent model Briggs engine then the spring and pulley come as an assembly. There is a Youtube video on that. Please tell me if this does not help as there are other possibilities, but here it is:
