You can always post notices in supermarkets but that is dangerous.

Ask relatives, friends of your parents, and your own friends' parents if they have any leads. If you do a good job, it can lead to another.

I will disagree greatly ( but not give a negative rating) 16 is great age to baby sit, in the US anyway, girls as young as 12 often start baby sitting for family members and friends

With permission of your parents, you can put ad on craigslist and other online baby sitter sites. But often it comes from family and friends of family, that you let know you are doing baby sitting
