My husband has custody of his son. He's visiting his mother in AZ for the summer. We decided to put him in a new school this year since his other school was underperforming. We notified the mother of when we needed him back. She says she's not sure when the flight is booked for and would let us know. She then proceeds to book him a flight the NEXT DAY coming home after he's due to be in school. This will cause him to miss the first 3 days of school. We asked her to adjust her flight plans but she refuses. We know when she made the flight plans because the airline told us. Our child custody agreement says he needs to be returned 2 weeks prior to school starting (this would be July 24th for the new school or July 31st if he were starting at his old school). In the past we have been gracious to let her keep him longer so they have more time together, coming home the weekend before. The problem is we told her when he needed to be back and she made flight plans for later anyway. What can we do to make sure he's home in time for the first day of school?

Take her to Court for violating the Court Order - or intending to violate it.

To be honest there is no way to force it to happen now, you could not even get an emergancy order in place by then. At this point the child is going to miss first day of school, go and talk to the new school. Then go back and require return tickets purchased and confirmed before they are sent ( buy round trip tickets)
