Mitsubishi challanger, recently had clutch master cyl replaced as seized. Lights work radio works car makes a whirring sound like something is going in a circular motion in engine but does not kick over into starting the car.. there is no clicking.. checked under the bonnet battery has white powder on one of terminals. Not sure what else to look for? Any suggestions or help would be great thanks

Remove the oil filler cap and verify that the camshaft rotates, while someone else turns the ignition switch to START and the starter motor cranks the engine. If the camshaft doesn't rotate, the timing belt broke.
