I am considering a move to Germany but have heard whispers that if I do and apply for residency that I will have to give up my US Citizenship which may preclude me being able to inherit. Is this true? Can anyone provide resource information?

You can move but Germany would not be happy unless you had a job offer and a visa to back it up; you can still do this without giving up your US citizenship, you only have to return to US every six months. Many people from different nations are living with this situation. Germany has socialized medicine by the way. Visit a German consulate, look for job offers in specialized fields in that country, and if you have time, take it, to find out what they have to offer.

And foreign citizens can inherit, I can leave my cousin in Germany my estate if I want.

Your citizenship does not effect you ability to inherit.
