The stranger

In the 80's or the early 90's I watched a movie even taped it on my vcr watched it again about 20 times... well the movie was lost... I have tried finding it in every movie site and even e bay I think the movie was one made for hbo but can't find it any where I might have the name wrong.. . it was about a biker gang came to a small town took over the town and killed the sheriff's girl friend and later she came back I guess as a ghost but real and killed all the bikers helped get her sister to talk again but never told them who she was but they thought it was her the leader of the bike gang was a guy named angel if someone can either help me find the correct name or a copy of this movie I would be very grateful
