A friend of mine son is out of control telling his mom there is nothing she can do if he wants to leave then he will and will be back when he feels like it he is drinking and god knows what else. His mom has taken everything away and the cops says there is nothing they can do till he breaks the law is there anything she or anyone can do to help him out before things get to bad off thanks

Are you a friend of the son or the mother? You sound like a friend of the boy. The mother can, depending on the State, go to Court and declare him a person in need of supervision - and put him into the "State system."

Or when he leaves, she calls the Police.

    Not too many choices here.

Leaving without permission is breaking the law, underage drinking is against the law.

Have her go talk to the Juv case worker, they often can get the child sent to a boot camp for being deliquent ( sorry can't seem to find the spelling)
