    My 220 volt outlets reads 247 volts but the new dryer does not work

    What are you using to measure voltage?

    If you are here in the U.S.A. the voltages supplied to residences is 120/240 volts.

    You say your dryer does not work, correct? What about the eggs you have in your refrigerator, are they cool?

    Telling us that something doesn't work is giving us no useful information at all.

    What size dryer do you have? On the nameplate of the dryer there is information, can you get that for us, please?

    Also, the electrical instructions for the dryer tell you whether you need a four wire circuit or not. It should also tell you the amperage needed for the circuit.

    Help us please.
