I change mine Temporary Internet Files setting, how do I change it back to where it default position.

If you are running Internet Explorer go to Tools/Internet Options. You will see a Settings link under the General Tab. Click on there and you should be able to make the necessary changes.

You should not delete your Temporary Internet FOLDERS. They are necessary items. When you browse the web they store the web pages temporarily so that if you visit them again they will load more quick. It doesn't sound like you have enough knowledge to be randomly deleting folders. You don't want to delete System Folders. Leave well enough alone!
