My sister in law is a troubed mother with an extensive criminal case and has left her twin boys with my mother indefinitely. We are unable to contact the mother and have no way to get them medical care or enroll them in school. How would we gain custody or guardianship of them. Also the mother has warrents for arrest and is supposed to turn herself in, will her being in jail effect our rights?
