Since I cannot physically examine the baby I can't tell you what it is. You will have to take him to the pediatrician for a proper diagnosis.

The scalp could be cradle cap, but I can't tell you that for sure without seeing the baby with my own eyes.

Could be soap? Maybe lotion you are using?

My son had "baby acne" as a newborn... could be what you're describing on the face, but wouldn't account for the dry scaly scalp. My son also had a mild case of eczema which was like a purple rash all over his back and torso. Both problems resolved themselves.
