    Can a new concrete pad be installed over an existing flood damaged basement floor
    Purchased a 1927 house. Basement walls were completely replaced several years ago, but floor was not. Flooding occurred due to freezing pipe-also 2-3 years ago. Basement floor is severely cracked and ground moisture coming up from below (moist but not pooling).
    Ideally the whole floor should probably be removed, new gravel and new concrete installed... but too expensive.
    Can the floor be cleaned up (remove all loose debris) and then add 3-4" new concrete pad? Some say bond the two layers together with rebar and/or rebar, others say separate with sand or plastic so they can move independently.
    Who's right? Help.
