Yes you may open another one ( I would not at the same bank) as long as the bank will allow you to do it.

Expect it to be frozen in a few weeks most likely also.unless there is enough money in the first account to cover the debt.

Also one problem, if there are checks written that have not cleared, they will not "bounce" and you will have to make them good.

Has child support been notified that custody has been changed?

Did the change in custody order also modify the child support?
