Business rules are local. Start with your city zoning - that's for if allowed, and what locations. Then there's business, food, and liquor permits.

Thanks. Where do I start to look I.e local boards or local government ?

Zoning board, usually a one person office which gives you the facts, forms to fill out (and fees to pay), and if you apply for a specific location, a board meets to approve or deny it. They will have regulations regarding where you can open one (if at all), building rules, parking, hours, licenses and permits. It gets very expensive and can take months or even years.
