    Does that included window and doors or painting the outside and does it included inside its an old cottage but not a grade listed

    You will need to cover that with the permit department, often the "look" can not be changed, which would restrict most changes,

    Without knowing where it is at, nation and area, what type of zoning and how the restrictions are listed. A local real estate attoreny should be talked to before any offer or purchase

    That would imply they have not changed the room layout or built extra onto the property.
    Decoration, etc would NOT come under this type of statement.

    If in doubt as the SELLER exactly what they mean.

    Did you mean "ask" the seller?

    I doubt that the seller could restrict what the buyer does with the property, at least to that degree. So I think it's probably the local government.

    Where are you located? Some deeds have old restrictions which may or may not now be enforceable. One of my lots had a restriction from 1885 saying the property could not be sold to a black person. Obviously this kind of restriction is no longer legal.

    Its possible the cottage is under landmark preservation. So you would have to check with the seller exactly what it means.
