Is the landlord or tenant responsible for pest control?
There are spiders, mosquitoes, and fleas in this very old, ill-taken-care of house. I have had severe allergic reactions caused by at least two of these pests. While cats could have brought in fleas, pests have clearly been hanging around here for awhile. There are cracks in the floorboards, walls, etc. that provide homes for them. Who takes care of the pests?

Where would this be exactly? It matters as laws and responsibilities vary greatly.

And it also depends upon the terms of your lease, if you have one.
