    There's a manual release on the door of the CD tray.
    You need a straightened paper clip, which you then insert into the small hole near the CD tray opening button.

    What happens when you power the unit up ?

    Questions if I may;

    1) Why were you reinstalling Windows?

    2) What disk are you using?

    A) Restoration disk that came with the Inspiron?
    B) Restoration disk from another computer?
    C) Backup disk you made

    3) Is the inside of the laptop dirty. If it has never been cleaned to your knowledge, then it is.
