Yes you are wasting your time, if you want a relationship and he doesn't then you can't change his mind.

What do you mean when he says he just wants fun? Does this mean no strings sex? He is either not that into you, or he just doesn't do commitment and doesn't want to be tied down. Either way, if you are having sex with him at the moment he is getting what he wants.

Stop wasting your time trying to please him! You need to find someone who will love, respect and be committed to you. You need to find someone who deserves you because he clearly doesn't. Also find someone who WILL NOT use you like he is.

Stop seeing him, don't be friends, forget about him and move on to a healthy relationship.
