Ok, I have been trying to think of this movie forever. But, I can only remember one specific scene -- there is an extremely vain queen who is obsessed with her hair. And as punishment for her evil deeds the protagonist cuts off/shaves the queen's head and straps her down to a chair in a room full of broken mirrors so that she must stare at herself for the rest of eternity.
