You can talk to them and make them a offer to buy out the remainder of your lease, some may accept a few months pay to do so, Or of course they may not. They are not required to let you out of your lease for this reason.
I have never seen a CA statute covering this. If you were attacked on the property owned by the owner of your building (you don't narrow down 'outside my complex'), you might have a civil suit if you can prove that lighting was poor and doors broken or unlocked. You need to negotiate with the owner on your own in this case, appealing to your fears of staying. Landlords are not responsible for the safety of neighborhoods.
