I have a tenant who I am in process of evicting-he is countersuing for his security which will never cover the cost of damages,filth,etc-Should I hire an outside inspector to check the apartment,if so where could I locate one?

I would hire someone... Look in the phone book for Home Inspectors... or ask any of your friends in the realty business if they have someone to recommend local to you (best option as they KNOW who is good). This is an international site most people here aren't in NY.

There are companies that specialize in cleanups when a tenant vacates. I would hire one of those companies to cleanup the apartment, then submit their bill to the court.
