My brothers wife took off with their kids with out telling anyone, she is an illegal alien, we fear that she moved out of the country. My brother talked with the police and they stated there is nothing they can do, what would be his next step?

FIle kidnapping charges... if she didn't have a court order... granting her custody.

At least file a missing persons report with the FBI naming all of them... as missing with whereabouts unknown.

I can not get my brother to do these things, what could I do?

You can no nothing, it is your brothers place ( it is his wife) he either knows more about it, or does not care I guess.

He will need to file for divorce, file for custody of the kids and report them for what the crime is in your state ( it varies)

She can't legally take them out of the country without papers signed by both parents... but being an illegal... formalities like that mean nothing to her...

And as Fr_Chuck stated... its your brothers wife and Family... he's go to do it.
