If an Emergency Order of Protection is not effective until the Abuser is served with the Order what happens if the "accused abuser" who refuses to be served?
REFUSES to be served? The process server doesn't ask - he/she simply locates the person and serves the papers.
I serve papers at people's places of work, residence, on the street, in their car. I don't walk up and say, "Want to accept this?"
