Can I retain permanent residentship in both countries?

I am currently a SPR, moving to US and planning to apply for GC there.

NO... if you don't maintain enough physical presence in the USA, your green card will be revoked. They tightened up those requirements rightfully because people were getting them then leaving the country to live somewhere else.
