Does it crank but not start? If so,
. Check all under hood and under dash fuses with a test light or multimeter.
. Remove and fully charge the battery. Don't assume it's good. Most auto parts stores will do this for free.
. Can you hear the fuel pump, located in the gas tank, run, when the ignition switch is turned to ON?
It's likely the battery--if it's over 4 years old, just replace it. What's most important is amps, not voltage.
Yes, it could be the starter. However, you shouldn't jump a modern-day vehicle. A voltage spike or incorrectly hooking up the cable could destroy your PCM, alternator, or other sensors. Only do it in a life or death situation.
Disconnect the negative battery cable, first, and take the battery and starter into your local auto parts store. They will check them for free.
