91 honda civic appears to be grounded there is no power tio the starter.
What could the problem be

Ground is half, you need the Large Hot from the Battery go to a Solenoid(relay), then to Starter, $5 test light from auto store can fix this.
For the starter to work you will need to have the vehicle safe, then turn key and test for voltage.
