So since on Friday Obama announced that deportations of students will stop, and that there will be the opportunity to apply for a two year permit to work here, I want to know what needs to be done to apply for this. I know that there are requisites that need to be met, and I know I meet them all, but I do not know what to do in order to apply or who to go to or ask.

There most likely are no "forms" since the Presidents order violates Federal Law. He is basically telling the department to not follow the laws they are sworn to enforce.

Next he has authorized a permit that does not exist at this time.
