Yes, either you come to the US, she goes to India, you get a marriage license, you get married.

You don't need parental permission.

Once you are both 18, you can come to the US and you won't need parental permission.

However, I would go slow here. I would be saving up for a vacation so you can actually meet and spend time together before you jump into marriage.
