Yes, it should. But to answer OP's question, remember: it's the New York judge who is going to be signing it. So a Pennsylvania lawyer may draft it, but if he or she is not admitted in New York, it will have to be submitted to the court by you (if you appeared pro se in the divorce) or you New York attorney.
