Is a washer circuit wire connected in any way to the main circuit breaker?

You need to be a little clearer. You need to define "connected".
Do you mean physically? Then no.
Do you mean electrically? Then yes, in an indirect way it is.

I do mean how is the washer circuit electrically affiliated with the main circuit breaker? If washer circuit is brand new and the main circuit breaker is very old and not functionig properly, is there a good chance of a fire starting in our home?

The Main breaker provides power to all branch circuits in a panel, the washer is just one of those branch circuits.

If the Main is old and not functioning properly, it needs to be changed. Chance of a fire is slim, but I never say no. The breaker will or should, just fail some day.
