How low pressure in chilled water system affect efficiency of chiller?

As our chilled water system pressre is very less & we can't keept it up to the mark because of unavailability of Expansion tank & makeup pumps. Can any body help? How it can affect to my electrical consumption?
Or to the efficiency of chiller?
Is there any another effect to the system because of less awter pressure?
