As long as the father is on board with the idea, no problem at all, just do a name change at the court house

You should Google "birth certificate [state where he was born]". You will find some links for commercial BC services; I would avoid them. Look for the official state agency (vital statistics in many states). Look at their web site for answers on how to do it. If the web site fails to answer all your questions, call them and ask.

A petiiton for a name change often does not result in a changed birth certificate. That would be a separate matter I believe.
