Ice cube and sharp knife.

Wrap the ice cube in a cloth and use it to freeze the gum.
Then simply use the knife to scrap it off.

I'd use an ice cube and then a safety razor blade.
Then you should thoroughly clean the entire glass using a mild solution of warm water and Bon-Ami and then treat the surface with Rain-X and new wiper blades.
